SUMMARY: LC 33 3435 EC
Establishes an alternative performance-based salary schedule; requires effectiveness evaluations of teachers and administrators to include student achievement; removes degree-based salary provisions.
REQUIREMENTS:
- annual teacher evaluations shall include
- a student performance component
- observations by principal and/or assistant principal
- participation in professional development activities
- communication and interpersonal skills
- timeliness and attendance for assigned responsibilities
- adherence to school and system procedures and rules
- personal conduct while in performance of school duties
- peer evaluations shall be a component
- By July 1, 2011, the State Board shall establish a state-wide common evaluation instrument for teachers, principals, and assistant principals that takes student achievement into account
- July 1, 2011, applies to all districts that are participating in the Race to the Top Fund
- July 1, 2012, applies to other districts that choose to participate
- July 1, 2013, applies to all school districts
- After January 27, 2010, an educator's placement on the salary schedule shall not be based upon an advanced degree, if the degree was earned after July 1, 2013
- By January 1, 2013, the State Board shall establish a performance-based salary schedule for teachers, assistant principals, and principals utilizing student performance data.
- This performance-based salary schedule shall apply to teachers, assistant principals and principals employed on or after July 1, 2013 who are part of the Race to the Top; on or after July 1, 2014 for districts who decide to participate; on or after July 1, 2015 for a other districts.
- Current employees may choose to opt in to the program; such decision shall be irreversible.
POINTS TO CONSIDER:
- A complete revision of current pay schedules and qualifications for salary increases.
- Based upon student academic gains to be measured by tests and a student information system not yet in place
EFFECTIVE DATE: Upon approval by the Governor or by becoming law without such approval.
